Three-dimensional GIS is one of the new trend of the GIS scientific development. Compared to two-dimensional GIS, GIS three-dimensional expression of the objective world to give people a more realistic feel, it shows three-dimensional modeling technology to the users of geospatial phenomena, not only graphic representation of spatial relationships between objects, and can describe and express vertical relationship between them. In addition, three-dimensional spatial object is three-dimensional spatial analysis and GIS-specific operating functions.3D urban geographic information system refers to the urban area real 3D spatial objects, description and analysis of the GIS system. Since almost all of the city geographic information system software are only two-dimensional data storage, management, retrieval, analysis, display capabilities, seeking to address many areas of real three-dimensional information look powerless.3D urban geographic information system on the urgent demand, leading to many research institutions and large international companies are working on 3D urban geographic information systems.This article is based on the practical project of the Shandong Geniuses GIS company. The project is a part of land and resources e-government system for the Laizhou government. In detail, the article discusses the study at home and abroad on the basis of three-dimensional urban systems, focuses on the three-dimensional urban system and how the key technology breakthroughs._Then developed a three-dimensional urban systems using the ArcGIS Engine of the Esri company. There is a strong pratical.The main functions performed by the project include the viewpoint of control, layer control, quick positioning and measurement functions. The basic requirements for the three cities have reached, to meet the basic needs of our customers. Of course, the system needs to constantly improve, and more, to explore the deeper features, such as the measurement area, roaming and so on.
