The energy industry of China have been undergoing a long evolution of optimization process since China's reform and opening up in 1978. Due to poor energy utilization efficiency of high-carbon fossil fuels, our country's energy utilization efficiency is still low with large carbon emissions. Now the optimization process should be fast in the wake of great opportunities and challenges. On the one hand, the global economy is speeding up efforts to upgrade its low-carbon industry to alleviate the increasingly serious environmental and energy crisis. On the other hand, America will implement carbon tariff policy on energy-intensive imports and impose carbon emissions tariffs which will cause tremendous impact on China's exports. Therefore, it's of great significance to implement a carbon tax policy in our country. The carbon tax policy is an effective financial policy which is superior to administrative regulation and other environmental economic policies.Firstly this thesis expounds the current situation of energy structure and its evolution trend. Then the production structure, consumption structure, import and export structure and organizational structures have been thoroughly analyzed. Secondly the thesis elaborated the fundamentals of the optimization process of industry structure by carbon tax policy both in theory and reality. The total optimization process has been thoroughly analyzed. Thirdly the carefully study of the experience of tax policy is very beneficial for our governments to propose a sound carbon tax policy and system to optimize the energy industry structure.
