Hazardous chemicals leakage accident is one of the most common and serious damage chemical accidents, the high frequent chemicals leakage accident has caused huge economic losses and bad social effect to the country and people, then impacted on economic development and social harmony seriously. So risk assessment for hazardous chemicals leakage accident can provide decision support for enterprise design layout, park safety planning, emergency rescue, and the prevention and control of risk. Taking Chongqing (changshou) Chemical Industry Park as the background, a liquid ammonia tank is selected as the research object, the main research work is following:(1) Based on the character of hazardous chemicals leakage accident and the implication of risk assessment, risk assessment model of hazardous chemicals leakage accident was built, it mainly includes probability analysis, consequences analysis (value loss analysis of hazard bearing body) and acceptable level of risk analysis, etc.(2) A liquid ammonia tank which was in Chongqing (changshou) Chemical Industry Park was assessed using the risk assessment model. The probability of leakage accident was calculated by the information diffusion method based on accident statistics, and it was considered as the leakage accident probability of research object.(3) According to the variety injuries criteria(Thermal radiation damage standards, overpressure criterion, poison load criteria),the influence area of the three kinds of accidents was estimated by damage models; The deaths probability of each influence area was calculated by the probability function method , the death toll was got based on the local population distribution; The value loss of hazard-affected body was determined on the basis of previous study; The value of hazard-affected body was accounted according to statistics, combined with value loss, the direct economic losses of the three kinds of accidents was calculated, the overall economic losses was estimated by times than coefficient method.(4) It is known by comparative analysis the three derivative accident: the probability of spray fire is small, the probability of poisoning accidents big. The influence area of fire and explosion is small, poisoning accidents is wide; The probability of personnel death by explosion is the largest,followed by fire and poisoning; The economic consequences by poisoning is the biggest,followed by fire and explosion; In the direct economic losses, the ratio of personnel loss and content loss of poisoning accident is the largest, followed by explosion and fire. (5) The risk level of hazardous chemicals leakage accident was characterized by the death toll and economic loss . The risk level of this liquid ammonia tank exceed the acceptable level of risk. So it need to pay more attention and take the necessary measures to protect life and property security.
