Analysis On Influence Factor Of Agricultural Disaster Mitigation Among Farmers

China is one of the countries which suffer serious agriculture natural calamities,and the meteorological disaster is the main reason to the agricultural failure and income fluctuation. Taking the drought disaster for example,official figures released by Ministry of Water Resources show that agricultural production in china had suffered 13.89 million tons loss per year since 1949 to 2001, which accounted for 4.87%of the whole production, and especially in 2000,59.96 million tons were reduced, accounting for 13%. In the recent years, there are many areas which has suffered serious drought disaster in the southwest of China, not only were crops influenced with productions, but also thousands of people had to face the problem of drinking water crisis. In the meantime, the northern areas in china underwent the bad weather, the low temperature and excess snow, so the farmers and the raisers got serious loss. Therefore, the related departments and the farmers are giving more and more concerns to the work of agricultural disaster mitigation, and taking the issue seriously and rationally because of the above reasons. The main results in this study are as follows:1. To profoundly expound the Needs Theory and The theory of public goods; to classify the notions of farmers, Agricultural risk and agricultural disaster mitigation; to supply the successive analytical and theoretical Support.2. According to the data and information through on-the-spot investigation, descriptive statistics has been done in the ways of farmers'circumstance and agricultural disaster mitigation.3. An economic model, Multiple ranking selection model has been set up, and the remarkable factors to affect the requirement of agricultural disaster mitigation has been by using eviews6.0; the main reasons that why the related factors affect conspicuously the requirement of agricultural disaster mitigation were explained, using economics, sociology and management.4. This study got the following conclusions. I. The most imperative way in the five agricultural disaster mitigation steps is new cultivar introduction, the second is weather prediction; II. The three factors, nation, liabilities an growing income proportion in the whole, would conspicuously affect the farmers' requirement of new cultivar introduction; the following factors, nation, capita income, sales status and growing income proportion in the whole, could remarkably affect the farmers' requirement of farmland leveling; the six factors, nation, whether full-time agriculture, whether civil servants, capita income, disaster situation in recent 3 years and stricken degree, would prominently affect the farmers'requirement of weather prediction; the following factors, whether full-time agriculture, health degree in contemporaries, capita income, planting scale, disaster situation, could notably affect the farmers' requirement of agricultural insurance; the next factors, age, notion, disaster situation in recent 3 years, would markedly affect the farmers' requirement of agricultural disaster mitigation training.5. The effective ways to agricultural disaster mitigation were suggested according to the research results; to extend the propaganda channels of disaster mitigation, and enhance the propaganda degree of disaster mitigation; to strengthen and optimize the mechanism of land circulation, and carry the scale operation a step forward; to fasten the rural organization for economic cooperation to build and supply more related suggestions.
