As China's rapid economic development, the around industrial parks newly developed are growing at an extremely fast rate, like bamboo shoots after the rain. Until now, there are more than 50 industrial parks in Heilongjiang Province which are not same in their type and size, This paper selects the most representative of Heilongjiang Province, a typical industrial park - Binxi Industrial Park, nature of mixed wastewater of industrial parks, the corresponding emergency control methods, and established a database of experts in the corresponding water emergency are studied.Through a lot of research work, the chlorothalonil organochlorine pesticides in the study are determined to be the main features of pollutants. The trial based on physical and chemical methods, including: powdered activated carbon adsorption, coagulation, alkali solution, photolysis, ozone oxidation and Fenton oxidation. The tests compared the effect of removal of pollutants in the optimum conditions of a variety of ways, the results show that: the activated carbon adsorption and enhanced coagulation method are better for the removal of chlorothalonil, ensuring that the quality of effluent meets the standards for water quality. Chlorothalonil decreases by 87% in 40 min by the adsorption of powdered activated carbon. Coagulation and sedimentation processes on the removal of chlorothalonil also have an ideal effect. The removal rate of chlorothalonil can be up to 85.39% with 150mg / L coagulant. Adsorption by powdered activated carbon and coagulation processes can be combined to ensure both the effective removal of chlorothalonil and separation of carbon and water in treated effluent. Despite the organochlorine pesticides alkali easily under the strong base conditions, but in this experiment the effect of removal of chlorothalonil by alkaline is not very satisfactory. Similarly,removal of chlorothalonil by photolysis is not very significant, the addition of surfactants have a certain influence on it through the test,Adding non-ionic surfactants, such as Span20, can promote the effect of removal, it may be due to solubilization of surfactant, or pH rise by the addition of surfactants, promoting the hydrolysis of organochlorine pesticides. According to experimental situation, the oxidation method for removing of organochlorine pesticides is also not very effective, including ozone oxidation and Fenton oxidation. The average removal of chlorothalonil by ozone oxidation was 36.56%, not satisfactory, moreover it need the high cost and complicated operations, so the ozone oxidation method is not applicable in this trial. Through a wide range of Fenton oxidation tests, such a conclusion can be drawn: the average removal of chlorothalonil was 40.11%.In addition,This paper also describes the wastewater treatment plant emergency plans and set a sewage plant quality library information specialists, as well to prevent water pollution incidents. The wastewater plant has a regulation pool itself with the appropriate drug dosing facilities, we can determine residence time of the sewage (waste) water in the pool, the type of pharmaceutical, dosage and dosing Mixing means, according to the amount of water pollution and water quality. Combined with the current status of Binxi Industrial Park, we can edit the basic information of the park into the database, analysis the characteristics of mixed wastewater, determine the types of the pollutants, establish the emergency treatment of pollutants.
