The study collected the basic status about construction and operation ofsmall-town wastewater treatment plants in three gorges reservoir district through theon-the-spot visit, research of literature, expert consultation and so on. Combining withthe model calculation, the study also discussed how to make an optimal selection anddecision for the controlling technology of the small-town domestic pollution sourcesystematacially, roundly, objectively and scientifically. The following five aspects ofcontent were studied. The comprehensive evaluation and selection model for thecontrolling technology of domestic pollution source was discussed. The optimal andapplicative controlling technologies of small-town domestic pollution source werewere selected in the three gorges reservoir district. The analysis method of sensitivityfor comprehensive evaluation model was discussed. A software system aboutcomprehensive evaluation of wastewater treatment process was developed. The mainresearch results of the paper were as follows:1,Based on the matter-element theory and the entropy weight theory, the paperbuilt a selection model for wastewater treatment process, and checked feasibility andpractical applicability of the model by taking8wastewater treatment plant as aexample.2,Based on the fuzzy matter-element model, combining with the objectiveweight of evaluation index system calculated by entropy weight theory, the optimalcontrolling technologies of county and township domestic pollution source in threegorges reservoir district were selected. The improved oxidation ditch, the CSoxidation ditch, the inverted A/A/O process, the oxidation ditch and the OB oxidationditch were the recommended technologies of the county optimal controllingtechnologies. The baffled biological aerated filter, the OB oxidation ditch, the SBRprocess and the CASS process were the recommended technologies of the townshipoptimal controlling technologies.3,Based on the problem existing in the wastewater treatment plants of the threegorges reservoir district, and combining with the objective weight calculated byentropy weight theory and the subjective weight calculated by analytic hierarchyprocess, the applicative controlling technologies of county and township domestic pollution source in three gorges reservoir district were selected. The results showedthat the applicative controlling technologies of county were similar with the optimalcontrolling technologies, in which the OB oxidation ditch was replaced by CASSprocess; the applicative controlling technologies of township were the same with theoptimal controlling technologies.4,the paper discussed analysis method of sensitivity for the fuzzy matter-elementmodel, analyzed change of index weight on influence of the order of scheme,sensitive index affecting the order of one pair scheme, finally taking the selectionresult of the optimal controlling technologies of county domestic pollution source inthree gorges reservoir district as object, and selecting some index weights andprocesses, illustrated the analytical method and procedure of sensitivity. The resultshowed the stability of selection result was great, and the order of processes could bechanged by adjusting one pair index weight in order to meet the actual damand ofthree gorges reservoir district.5,Based on the platform of MATLAB software, using a program designtechnology facing the object, a comprehensive evaluation software system wasdeveloped, which set the index selection and addition, index weight calculation andcomprehensive evaluation in one. The system had the intuitive interface and the easyoperation, and could achieve the automation of calculation.On an objective view, the study set up the fuzzy matter-element model withentropy weight for comprehensive evaluation of wastewater treatment process, whichcould provide the reference for selecting wastewater treatment processsystematacially and reasonably, improving the level of operation and management,and realizing the technological, economic and environmental benefit of wastewatertreatment plants to the great extent. In addition, the study selected the optimal andapplicative controlling technologies of small-town domestic pollution source in threegorges reservoir district, which could provide the evidence for the long and mediumterm plan and immediate plan of water pollution prevention in three gorges reservoirdistinctThe study built the model for comprehensive benefit evaluation and optimalprocess selection of wastewater treatment process based on the entropy weight theoryand matter-element theory for the first time, deduced and discussed the analysismethod of sensitivity for fuzzy matter-element model, which appeared the novelty on the method building and the thinking of question solution. The paper developed acomprehensive benefit evaluation software system for wastewater treatment processusing the second development function of MATLAB language, and the system couldprovide convenience and support for the decision maker, which appearedinnovativeness on the practical applicability.
