Management Intervention In Urban Dust Pollution Control

Environmental science, Epidemiology and many other relative subjects already demonstrated that dust do a huge damage to the development of economic and social, and decrease people's quality of work and life. Now the dust pollutant make the air quality can not meet the requirement of the sustainable social-economic development and people's desire for clean air. There are also many loopholes in the pollutant control that focus on technology. To improve this situation, enhance the weakness in the dust pollution control, explore the sustainable improve methods, this paper study on the sustainable improvement of dust pollution control.Different to the study that focus on technology in environmental science, this paper mainly uses the knowledge and analysis methods from management, IE and ergonomics, focus on the management intervention in the current control process. And stand out the resolve methods that based on but not limit to technology, in order to make up current control system and establish an effective intervention mechanism.First, define the basic concepts of dust pollution at the beginning not only further clarify the significance of this study but also provide the basis for propose control program that meet the characteristics of dust pollution. And the comparison of control standards figures out the gap with other countries. Second, analyze the current status of pollution and control system in China in order to find out the problem and then stand out feasible solutions. Third, after analyze the status quo, use the theories in management and study methods of document analysis and comparative study, combine with the foreign experience figure out the problem exist now and stand out the solution. Last, with the dust pollution status and characteristics of Dalian, study the management intervention applies at the city level.The conflict between economic and environment is the radical reason of dust pollution, the government-enterprise dual structure of dust pollution control in China is an important reason of the vulnerable of monitoring and supervision. And the public participation is limit to the weak sense of risk, the technology obstacle also make it more difficult. So this paper stands out that,1) environmental education based on cognitive theory; 2) the third-party monitor agency to overcome the drawback in the current system; 3) dust footprint system to play full role of the green consumption. The dust footprint which reflect the accumulation of dust emissions to the environment in the life course, not only stand out the way to enhance the environment education and promote the market-orient dust pollution control qualitative, but also use the qualitative dust footprint find a way that allow public involve through consumption. It's an original concept.At the end of the paper, the dust pollution control of Dalian is aim to give an example of the management intervention method apply at the city level, and figure out the seriousness of dust pollution further more. This also reflects the control of dust is a sustainable improvement work, a point on behalf of the face and advanced comprehensively. This is a research work about human being and social process.
