Environmental Risk Assessment (ERA) is a new field started in late 70s of 20 Century, which is theoretically based on plenty of subjects such as Environmental Toxicology, Environmental Chemistry, Probability and Statistics, and Computer Science etc. Up till now, ERA has been accomplished to a consummate assessment steps and system. Regarding the fire and explosion disaster frequently happened in petrochemical industry nearly, the Environmental Risk Assessment in early construction becomes more and more important.Dalian is one of the strategic petroleum bases, the fire accident of oil tank store area threatens the Dalian Port a lot, and simultaneously produces lots of harmful fume which damages the atmosphere quality has raised much concerns. From the environmental risk point of view, we want to identify the atmosphere pollution and source intensity of the fire accident problem, applying the small scale trunk to simulate the fire burning and flame spread. The dynamic tests on flame spread characteristics over diesel and crude oil under different conditions are through the simulation experiments. Based on analysis the chemical inorganic composition, the experimental results demonstrate that CO is the main pollutant. In addition, we can establish source intensity prediction model of CO,SO2,NO and NO2.Here the discourse is evolved in the following three steps. Firstly, it comes to a key research in origin analysis referring to literature data and ERA development worldwide, getting a deep knowledge of types of pollution discharged by oil output burning, smoke research methods and assessment target. Secondly, through the emphasized case of'7.16 oil depot disaster in Dalian', analyzing the types of pollution discharged by oil output burning and the origin of the pollution, and summarizing the experience to put it into application. Thirdly, build up a set of experimental simulated model and facilities and arrive at a conclusion by accumulating the small scale of experimental method. At last, the conclusion that will return to the accident cases, to figure out the source intensity of actual accident.
