The dramatically increase of China economy leads to the increase of energy consume. Presently, China ranks the third largest petroleum importing countries in the world.90 percents of the imported petroleum is transported at sea. As a result, it arises that the potential thread of ship oil spill to the marine ecosystem in term of pollution and damage. In March of 2010, The Regulation on Prevention Ships Polluting Marine Environment entered into force. In order to implement the Regulation, the Ministry of Transportation has promulgated a series of detailed Provisions. Being taken as one of the most important tasks, oil pollution damage compensation is in the process of discussing and developing. From the experiments gained, marine species damage assessment in the oil pollution compensation is a challenge to the present work due to lacking of theory.Based on the above facts, it is a field of marine species damage assessment deserving more effort for the maritime administration, which will affect the objectivity and accuracy of oil pollution compensation. Consequently, it is significant that we undertake the research and development on the mechanism and model on marine species damage assessment. This paper analyzed the effect of oil spill to marine species, briefly introduced different methods of marine species damage assessment and presented the pros and cons of each measure. Meanwhile, the paper co-operated and analyzed marine species damage assessment in a case happened in Dalian, and made comparison of assessment method of developed countries, and proposed the best suitable and effective marine species damage assessment method based on China present situation. It is expected that the paper could offer maritime administration some reference on marine species damage assessment in the reality, and ensure marine species damage reasonably compensated and the marine environment recovered.
