For a long time, the agriculture in China has large-scale inputs of fertilizer and pesticide to increase agricultural production, which caused serious Agricultural Non-point Pollution. The problem of Agriculture Non-point Pollution has gradually become more and more serious, it has been the main source of water pollution, soil pollution and air pollution, which not only degrades the agricultural ecological system and endangers agricultural safety, but also does harm to people's health through water and food. What's more it threatens the development of agriculture and rural economy. Thus, in recent years, the central government has paid great attention to rural environmental problems which are characterized with Agricultural Pollution, the control and regulation of Agricultural Pollution is of great strategic meaning, many laws, regulations and rules to regulate Agricultural Pollution has been enacted. Agricultural Pollution regulation has become a great problem on agriculture and rural development during the period of 11thFive-Year Plan. Meanwhile, it is also one of the important issues in the ongoing project of "New Socialist Countryside Construction". Therefore, researches on strategies controlling agricultural non-point pollution have important theoretical and practical significance for the rural environmental protection and sustainable agricultural development.First, this paper summarizes Europe, the United States and Japan and other agricultural countries for agricultural non-point source pollution control policies successfully, and learn to absorb their experience, particularly focusing on the people and the country is also facing much less taken the plight of Japanese agricultural non-point source pollution prevention and control measures. Japan through the formation of semi-official agricultural association that half the people in the form of cooperative organizations, to large farms with small-scale integration in the protection of agricultural ecological environment has achieved fruitful results, it is in a flexible way to polluters through dispersed agricultural Cooperative service channels concentrated up for environmental management of public service policy provides a good model. This public service delivery model provides a good reference for China.Secondly, this paper, stakeholder theory, game theory and transaction cost theory and other methods of agricultural non-point source pollution control process of the main stakeholders:government, farmers and agricultural enterprises in the agricultural association between the three rights-the interests of the matrix research, analysis, pollution control in the behavior of the three main subjects of interest to the existing agricultural non-point source pollution control theoretical model for further summarize and analyze its feasibility. On this basis, the paper area around Taihu Lake in Jiangsu Province for specific cases, through the Taihu Lake area, agricultural non-point source pollution control process, the Government, farmers and agricultural co-agricultural enterprises conduct the investigation, analysis of the agricultural non-point source pollution in Taihu Lake Basin of sources, causes and current treatment policy, the main problems.Finally, the paper further proposed building a system of agricultural pollution control policy framework and specific policy measures, optimization of agricultural non-point source pollution control measures.
