The principles of organic agriculture are health, ecology, fairness and care. The organic production emphasized on conversion, buffer zone, parallel production, inputs, biological diversity and prohibition of GMOs. The key of food safety management system is preventing and controlling food safety hazards. This study integrated organic production system and food safety management system and discussed establishment and audit of food safety and health integrated management system, so as to provide solutions to problems, offer guidance for relevant enterprises and contribute to the food safety and health of China.The principles of standardization include simplification, harmonization, coordination and optimization. Under the guidance of standardized principles, the study discussed the method and way of food safety and health management system integration establishment at theoretical and practical level with the methods of element comparision and process analysis.At the theoretical level, the study discussed workgroup organization, documentation planning, documentation preparation, management system establishment, implementation and continuous improvement, management review, internal and external audit of food safety and health integrated management system on the basis of GB/T 19630 and GB/T 22000, inorder to ensure food safety and health.At the practical level, organic vegetable cultivation and processing company was studied as a case. On the basis of the actual situation of the organic production system and food safety management system in the company, the study discussed the program and specific solution to problem of food safety and health integrated management system establishment under the guidance of above theory. The feasibility, effectiveness and practicality of the theoretical study were demonstrated. The practical study provided direct guidance for the application of food safety and health integrated management system.The main findings are as follows:(1) There are many similarities and differences between GB/T 22000 and GB/T 19630. GB/T 22000 and GB/T 19630 have similarities in theoretical foundation, writing style, certification kind, scope and standard content, which reflect the compatibility and complementarity of GB/T 22000 and GB/T 19630. Standards clauses of GB/T 22000 and GB/T 19630 are corresponding. Food safety management system and organic production system have integration theoretical basis, so the establishment of food safety and health integrated management system is feasible.(2) Food safety and health group should be organized. The members of the group should be distributed dual responsibility and authority. When companies select advisory body or certification body, they should consider wether they have advisory capacity or certification qualification of both food safety management system and organic products. Policy and objective of food safety and health integrated management system should reflect food safety and health. Organizational responsibilities distribution table should correspond to the clauses of integration management manual. Besides making the content, nature and users of documentation clear, documentation planning should also include the preparer and provide the integration approaches of documentation. The documentation integration process is the compositive application of element comparision, process analysis and horizontal and vertical integration.(3) Food safety and health integrated management system documentation preparation should integrate GB/T 22000 and GB/T 19630 documentation requirements reasonably. The training should be nichetargeting and in accordance with the trial run phase. Trial run should be prevented from unbalanced. Companies should carry high level combined internal audit, comprehensive management review and continuous improvement with the model of GB/T 22000.(4) External audit of food safety and health integrated management system should include documentation review and on-site audit and focus on the comprehensive capabilities of auditors, in order to improve combined audit efficiency of food safety management system and organic products. Audit criterias should include GB/T 22000, GB/T 19630 and certain technical standards of food safety management system. In order to arrange reasonable time for audit, the work that could be finished at the same time and same place should be mergered.
