Hazardous material Logistics-distribution and Transportation is not only a social public security question which received continuous attention, but also an important strategic and tactical decision-making question. Optimizing location-routing study based on risk assessment during distribution can reduce hazardous material transportation accident rate and personnel casualty risk, provide decision-making reference for government monitoring department and hazardous material production and operation corporations to plan transport safety. Besides, applying advanced Logistics-distribution and Transportation technology,can optimize resource distribution in a more widespread region, such as supply of goods, conveyance, consumers and so on, which can not only realize the circulation of hazardous material successfully, satisfy consumers'demand, but also reduce entity flowing on road, thus reduce accident's occurrence, improve Logistics-distribution and Transportation safety.This thesis firstly analyzes the influencing factors of hazardous material Logistics-distribution and Transportation, divide into five aspects to analyze, which contain risk characteristic of hazardous material, road condition, environmental factor, vehicle and facility and person's factor. Briefly introduces hazardous material Logistics-distribution and Transportation accident consequence types and Consequence analog computation model, calculates the explosion influence area of LPG, When choosing the hazardous materials distribution center and transport routes, we should consider distribution center Construction,operating cost, traffic cost, location risk, transportation risk and Sensitive population risk etc. In this way, traditional simple target transport routes turns into multi-target combined location-routing problems. After listing the assumptions for modeling, a multi-objective location-routing model of hazardous material Logistics-distribution and Transportation is built; apply expert evaluation method to determine targets weight, according to the model, a heuristic algorithm based on greedy is developed. At the end of the paper, an example was given, which optimizes Logistics-distribution and Transportation system of Shenyang Chemical Industrial Park (CIP) according to the model, and carried on analysis to the result to validate and evaluate the model, the result showed the model is scientific and reasonable.
