Hazardous Material is greatly produced and needed in chemical industry. It is also can be usually seen in the normal life. Hazardous material is toxic, flammable and explosive, may cause leak and explosion during production, transportation and using. With the rapid development of economy, the demand of hazardous material is rising and there is more pressure for supervising. To build and locate emergency centers reasonable for chemical plants could reduce the consequences of accident during the production of hazardous materials and reduce the operation cost of emergency centers. To study and model the hazardous materials vehicle routing problem could avoid high accident risk and reduce the travel cost. It is also helpful for supervision department to make decisions.In this paper, we consider the situation that the emergency centers could fail and build a double level emergency center location model. The model contains minimizing hazardous material accident consequences and minimizing the cost of emergency rescue. The accident consequences are calculated by the diffusion model and the density of population. The cost of rescue contains the facility cost and the operation cost. We combine the non-dominated solutions sorting procedure and SA algorithm and got the non-dominated solutions for the case. We analyze the two objectives of the non-dominated solutions and offer decision support for the decision makers.Also, we consider the hazardous material vehicle routing problem and come up with a risk measurement model for HMVRP. The improved risk model is more adaptive to the HMVRP. We build a multi-objective model considering the travel risk and travel cost and get the non-dominated solutions by using a modified ant colony algorithm. The results show that the modified risk measurement model is more adaptive to HMVRP and the modified algorithm is effective in solving the model.
