On The Ecological Environment Improvement Of Poyang Lake Ecological Economic Zone

On December 12th of 2009,the State Council officially approved "Planning on Poyang Lake Ecological Economic Zone", which made Poyang Lake Ecological Economic Zone (PLEEZ) first rose to a regional planning of national strategy in Jiangxi Province since the foundation of People's Republic of China. As the largest freshwater lake in China, also a wetland of international importance Poyang Lake plays a vital role in ecological environment. However, it is currently facing fairly severe deterioration of ecological environment such as water loss and soil erosion, growing dryness, reduction of biodiversity etc., which has seriously hampered the sustainable development of economy and society in Poyang Lake Region, caused great threat to the safety of people's life and property and hindered the improvement of people's living standards. After the founding of the PLEEZ, the importance of environment becomes increasingly prominent. Poyang Lake Region is in urgent need to establish an effective governance mechanism to effectively protect the ecological environment and promote the sustainable development of local economy and society. This paper is studied on ecological environment governance mechanism of PLEEZ based on this background. This paper has given a brief account of the natural environment in Poyang Lake Basin, and analyzed the existing problems in the construction of Intergovernmental Governance mechanism, These difficulties include the integrity of watershed segmentation and administrative structure of, intergovernmental conflict of interest, lack of information and other communication channels. Then, in ChapterⅢof the Intergovernmental Governance Theory of the plight of adaptive management, and noted that the introduction of the Poyang Lake area intergovernmental governance mechanism of the dynamic mechanism. Finally, in ChapterⅣof PLEEZ to build intergovernmental governance mechanism of the countermeasures and suggestions, The author believes that to establish an effective and comprehensive Intergovernmental Governance mechanism, both vertical and horizontal intergovernmental cooperation are essential, and put forward countermeasures and suggestions, and strive to build a criss-crossed intergovernmental governance mechanism, thus the ecological environment improvement of Poyang Lake will be effectively ensured.
