Study On The Status And Control Strategy Of Agriculture Non-point Source Pollution In Ecological Economic Zone Of Poyang Lake

Ecological Economic Zone of Poyang Lake is a special economic zone which center is Poyang lake of Jiangxi as the core, foundation is city circle around Poyang lake, the important strategic concept grand strategy is to protect ecology and develop economy. The Poyang Lake ecological economic zone has be constructed a ecological economic demonstration zone which has some important characteristics such as worldwide ecological civilization, harmonious economic and social development, the harmony between man and nature, and low carbon economic development district in advance in China by our country. The water quality of the Poyang lake is good, whereas, the water pollution is serious day by day, Agricultural non-point source pollution is one of the main causes. After plenty of chemical fertilizer and pesticides application, the most of the residue flowed into the rivers and lakes by runoff to result in water pollution, agricultural non-point source pollution already became the important problem of the Poyang lake environment pollution.The literature search, questionnaire and on-the-spot investigation etc. was used in this article to analyze the status of Poyang agricultural non-point pollution in recent years, results indicated that the amount of the pollutant increased continuously, the trend of water environment pollution was getting worse, the main water quality fell from above Ⅲ to Ⅲ、 IV.The analysis of the agricultural non-point source pollution indicated that the amount of chemical fertilizer application increased24.56%, the pesticides increased102.97%, plastic sheeting increased90.26%according to the comparison between in1998and in2008. The feces of livestock and poultry was high, which achieved1.49×107t in2008, more than half of untreated feces was directly released into the environment. In2008, the output of aquatic products increased73.07%compared to1998under equal total breeding area, and the livestock and poultry breeding and aquaculture developed to large scale and intensive production rapidly. The water environment was getting worse, by the end of2010, the source of pollutant has the increased trend with the further development of agriculture and increased agricultural investment.The main reasons of the Poyang lake agricultural non-point source pollution included inadequate attention, incomplete system, increased pollutants due to the development of agriculture, backward prevention and control technology, great difficulty on side prevention and control, pollution due to the climate and geographical environment and so on.According to the analysis on the source and causes of Poyang lake agricultural non-point pollution, the control countermeasures is proposed to implement administration according to law, establish and improve the prevention and control laws and regulations system of agricultural non-point source pollution, accelerate the innovation of mechanism, build administrative system of agricultural non-point source pollution on prevention and control, change economic development mode, construct technical system of agricultural non-point source pollution on prevention and control, practice a bold attempt, explore and build a economic adjusting and control system of agricultural non-point source pollution, strengthen guide, establish of ecological environment education system.
