Study On The Environment Efficiency Of Poyang Lake Ecological Economic Zone And Its Influence Factors

Since the Chinese economic reform, China’s economic transition from planned economy to market economy, after years of efforts, very significant changes in China. But with the development of economy, the problems in the development become more and more obviously. Model of simply rely on resource consumption and give up environment is gradually phased out. Therefore, under the background of sustainable development strategy is put forward, to speed up the economic transformation, adjust the industrial structure become the main target of the future development in our country. In this context, the study of how to improve production efficiency, improve environmental quality, realizing "low input, high output, low pollution" mode of production become important theoretical and practical significance. This paper measures the environmental efficiency of the Poyang Lake Ecological Economic Zone, and analyzes the influencing factors.This paper introduces the research background, significance and research content, research methods and innovations. On this basis, the paper mainly from the following aspects: Firstly, summarizing the existing literature, analyzing the status research of Poyang Lake Ecological Economic Zone development and environmental efficiency, selecting research methods. Secondly, analyzing the environmental efficiency connotation and influencing factors, identifing environmental efficiency measurement methods and the specific factors of environmental efficiency. Thirdly, using non-angle, non-radial method —RAM model estimates the value of environmental efficiency of the 32 counties, cities(districts) from 2000 to 2012 in Poyang Lake Economic Zone, based on the results, analysis the environmental efficiency influencing factors. Fourthly, using the random forest algorithms and panel Tobit model to analysis the environmental efficiency influencing factors, Finally, on the basis of the study results of the analysis, proposing policies to improve the environmental efficiency of Poyang Lake Ecological Economic Zone. The main conclusions are as follows:Firstly, the environmental efficiency value of Poyang Lake Ecological Economic Zone counties are not high, at between 0.5 and 0.8, and from 2000 to 2012, environmental efficiency value is increased slowly, at first decreased and then grew slowly. Nanchang city, Fuzhou city, Nanchang County, Xinjian County, Guixi County and Dongxiang County are in the area between the value of(0.5, 0.6), belonging to the economic development and the environment very uncoordinated areas. Jingdezhen city, Pingxiang city, Jiujiang city, Xinyu city, Jinxian county, Anyi county, Fuliang county, Leping city, wuning county, Yongxiu county, Dean county, Yujiang county, Xingan county, Fengcheng city, Gaoan city, Yugan city, Wannian city are in between(0.6,0.7), the higher regional environmental efficiency value compared to(0.5, 0.6) belonging the economic development and environmental protection coordinated areas. Jiujiang city Xingzi city Hukou county, Pengze county, Ruichang city, Zhangshu city, Poyang county are in the area between the value of(0.7,0.8), belonging economic development and environmental protection coordination areas.Secondly, from the economic level, the system level and regional level to consider the environmental efficiency influencing factors, selecting economic scale, industrial structure, openness and environmental regulation factors to consider environmental efficiency influencing factors. The results show that: economic scale, industrial structure, openness and environmental regulation all have a significant impact on the environment of Poyang Lake Ecological Economic Zone. Economies of scale and openness which has a significant positive impact on the environment, efficiency, and environmental regulatory agencies and industry have a significant negative impact on the environment efficiency.This paper measured the environmental efficiency of Poyang Lake Ecological Economic Zone and analyzed the factors, put forward suggestions to improve the environmental efficiency of Poyang Lake Ecological Economic Zone and for the development of Poyang Lake Ecological Economic Zone has a guiding role.
