Water pollution in domestic China deteriorates rapidly, mainly reflected as eutrophication of surface water and groundwater nitrate contamination. The core problem of water pollution is nitrogen and phosphorus eutrophication of water substance, which is mainly due to agricultural non-point source pollution. The loss of tillage farming pollution is an important component of agricultural non-point source pollution. In order to find out the weighingof the loss of crop contamination in the agricultural non-point source pollution, the Ministry of Agriculture and Ministry of Environmental Protection have jointly conducted a national non-point source pollution investigation and monitoring since 2007. The data out of the investigation have been collected, analyzed and processed manually, which are featured with problems such as low efficiency, poor reliability, etc.The present research explored the data processing methods, such as data collection, statistics, aggregation, etc. in the national pollutant loss coefficient estimates project, designed and implemented a national web-based tillage farming pollutant loss coefficient estimate system, took initiative to fully integrate field monitoring data with functions such as laboratory test data collection, statistics, compilation and analysis, etc. achieved the networking and automation in monitoring data, improved the effectiveness and reliability of data processing in monitoring non-point source pollution. The main research questions and results are as follows:(1) The study analyzed the problems in monitoring data manual collection, explored the process of content and data acquisition and processing involved in data collection and monitoring research, proposed the network model of data collection, achieved network-based remote data acquisition, solved many problems existing in monitoring data manual report and summary.(2) The research integrated the features of field testing monitoring data and laboratory test data, designed database by using Mysql, and completed a large amount of data summary statistics via views and storing process. (3) The present study exploited the powerful VBA programming function in Excel, combined data acquisition features of the project and achieved the data triple checking function in Excel.(4) The research explored web-based system architecture, system functions and implementation techniques, completed system design according to the modular design idea, implemented monitoring data collection, statistical analysis and reporting of import and export Excel functions, etc.The paper discussed the B/S structure, adopted JSP + Mysql programming technique, developed and explored a national pollutant loss coefficient estimates farming system and its process in Windows XP platform. System test analysis shows that the software system could meet the growing applications requirements of tillage farming pollution monitoring data analysis and processing, improved the effectiveness of monitoring data processing and reliability. It has been applied in the Ministry of Agriculture special project—main agricultural non-point source pollution monitoring nitrogen and phosphorus inputs threshold quantity research, and achieved good application effect.
