To improve production safety and prevent occupational hazards, which is a basic national policy, is an important condition for stable economic growth and a fundamental principle in business management. China is production accident-prone, suffering great loss in accidents and occupational disease. With the rapid economic growth and deepening of China's economic development structure adjustment, rapid development of productivity continue to generate new safety problems, which poses a serious challenge to the safety of production. To implement organized and planned safety management process to ensure production safety is extremely important. Safety management personnel are an important human infrastructure for the implementation of safety management. To protect the enterprise safety management personnel, national and local governments and the State Administration of Work Safety have introduced a number of laws and regulations and systems. However, there are still many problems existing in the current enterprise safety management personnel development, such as poor professional quality, small proportion of professional talent, low education level of the personnel and lacking high-quality security management personnel. There are still many enterprises paying insufficient attention to the management of production safety and the introduction and training of safety management talents, which may cause a great risk of brain drain.In this paper, the brain drain of safety management personnel is studied and a brain drain early warning system is built. Through literature research and survey data analysis, enterprises'safety personnel brain drain warning indicator system is studied. A three-dimensional early warning system, which includes individual, organizational and environmental indicators, is finally worked out. The early warning evaluation methods and the corresponding management measures are developed. The application of the warning system will help in a timely manner to predict the brain drain of safety management personnel, which saves time for firms to take effective measures to reduce the brain drain or reduce loss it may cause.
