With the growing of environmental pollution problems,how to solve the contradictionbetween economic development and environmental protection is a major problem faced by thesustainable development of human society.As a kind of effective economic policy and economicstimulus,emissions trading has played a big role in environmental pollution control work aroundthe world.As an important part of emissions trading,initial emissions trading allocation is notonly the basis of emissions trading,whether its allocation is fair or not has a direct impact on thenormal operation of emissions trading market.Initial emissions trading allocation is an importantfactor which can ensure the smooth implementation of emission trading.In view of the importance of initial emissions trading allocation,this article is build on theadvanced research results both at home and abroad.This paper comparative analyze thecommonly used initial emissions trading allocation methods both at home and abroad,considerthat entropy method can better reflect the differences between enterprises.Therefore,this articlewill do the related research of initial emissions trading allocation of main pollutions inenterprise level based on the related theory of entropy method.This article detailed analysis the factors which have impact on allocation schemes,thefactors are enterprise development level,pollution treatment level and the environmentalpollution of enterprise.This paper build the initial emissions trading allocation index system inaccordance with the index system construction principles from three aspects,they are reductionability of enterprise,reduction potential of enterprise and reduction responsibility of enterprise.Set up the initial emissions trading allocation model according to the pollution levels ofenterprises.This paper take the heat production and supply industry in ChangChun as an example toverify the initial emissions trading allocation methods. Determine the final allocation schemeaccording to the collected data.This paper use grandfather method to allocate the enterpriseswhich pollute below100t,use performance method, entropy method and improvement method toallocate the enterprises which pollute above100t.The enterprises which pollute above100t aredivided into two parts,one part is the11enterprises which have desulfuration,the other part is the13enterprises which don’t have desulfuration.According to the final distribution results,thedistribution amount of performance method is mainly depended on industrial production of theenterprise.The allocation amount is larger while the industrial production is higher,soperformance method can’t eflect the differences between the enterprises well.The distributionresults gets from performance method is far away from historical data,is difficult to achieve forsome enterprises.The distribution amount of entropy method can eflect the differences betweenthe enterprises well.The allocation amount is larger while the comprehensive coefficient ofindexes is higher,but the results gets from entropy method is far away from historical data.Soentropy method has big restrictions on the development of behind enterprises.Improvementmethod is a method based on grandfather method and entropy method.The distribution results ofimprovement method can well eflect the differences between the enterprises,and its volatility tohistorical data is smaller than performance method and entropy method.Therefore,using theimproved method can encourage advanced enterprises, and will pose no greater restrictions onthe development of behind enterprises.The allocation results of improved method is morereasonable and easier to implement than other two methods.Therefore,based on the abovefactors,improvement method is a method which is worth of thinking about.
