Research On The Initial Allocation Of Major Pollutants Emission Quotas

As a market-based environmental policy, Emissions trading aims to clarify theownership of environmental resources, create markets and achieve efficiency allocationof environmental capacity resources with market transactions. The fair and reasonableof initial allocation is the key to implement and promote the emissions trading system.Therefore, this paper based on Anhui Province, and carry out a research on initialallocation of emissions of major pollutants.Theories and practices on domestic and international emissions tradingshowed the management mechanisms, legal infrastructure, goals of the pollutioncontrol, economic development factors are related. This paper proposed themethod of the initial emission quotas of major pollutants allocation which combinedthe of Anhui Province actual circumstances.Based on establishing the Boltzmann model, this paper proposed the optimization ofinitial allocation thought contract the quantitative distribution and current allocation inthe cities of Anhui Province. And put forward the specific ways how to construct theemissions trading system in Anhui Province depending on the conclusion of theresearch.
