In recent years, construction of low-carbon city has been an important way of human response to climate change and energy crisis. China is a developing country, the study of construction of low-carbon cities has far-reaching historical and practical significance to achieve the sustainable development of the socio-economic and ecological environment and explore a low-carbon development model suitable for Chinese condition.First of all, the paper reviewed the research progress and theoretical basis of the low-carbon urban construction, and figured out the focus and direction of the current low-carbon urban construction in China, and then used Luoyang City as a case to study low-carbon construction by comparative analysis and national situation. First, this paper collected the statistics of the2003to2009,"Luoyang Statistical Yearbook", around the social, economic and environmental sustainability and constructed a comprehensive evaluation indicator system of low-carbon city in Luoyang based on an ecological view, according to the concept and content of the low-carbon cities and draw on the research of low-carbon urban construction. The system included three levels of the target layer, rule layer and scheme layer. Evaluate the status, potential and lack of the low carbon building in Luoyang by using Analytic Hierarchy Process. The results showed low-carbon city comprehensive evaluation index was0.8579,0.8772,0.8817,0.9110,0.9483,0.9488and0.9202in Luoyang from2003to2009. In addition to the financial crisis of2008led to the2009composite index slight fluctuations, the overall development of Luoyang City showed a good upward trend. At the same time, it showed the traditional industrial structure and mode of development in the next competition would be at a disadvantage. The GDP energy consumption and other indicators higher than the national average value which indicated that Luoyang City still have to improve the efficiency of energy consumption. Secondly, we developed three kinds of low-carbon scenario models for Luoyang City economy in high, medium, low-speed development in accordance with national energy policy, emission reduction targets and the use of scenario analysis method. The total energy consumption in Luoyang in2010was used as the base to predict energy demand and carbon emissions in Luoyang City from2011to2020, The results showed that Luoyang City economy in2020at low speed, medium speed and the energy required in the rapid development of low-carbon scenarios are:6438.59,7709.8and10042.51in Ten thousand tons. Data showed that in the next decade, energy demand and CO2emission volume would be in the growth stage regardless of Luoyang City's economic development in low, medium or high-speed, low-carbon scenario. Finally, combined with the actual situation in Luoyang City, we put forward some countermeasures and suggestions on the construction of the path of low-carbon city of Luoyang City.
