The Research Of Rural Environmental Pollution Problems And Governance In China

With the accelerated pace of a new socialist countryside, the rural economy has developed very quickly in China, but the problem of environmental pollution in rural areas has been a bottleneck for the rural economic development. Although our country agricultural intensification production mode get promotion gradually, but various kinds of farm chemicals that people use also grow up rapidly, which results in our country rural environment pollution problem that is getting upgrades. The rural environment pollution, not only affect the healthy body of the farmers, restricts the sustainable development of the economy in the rural area and prevent the pace of the socialist new rural construction, but also threat the development of the city. Therefore, the author thinks that we would find out some governance of the rural environmental problems measures if we research the rural environment. This not only is helpful for promoting construction of the new socialist countryside, but also to the further development of rural economy.From the present situation of the rural environment at home and abroad, the author will combine with the background of the China's rural environment, use a survey of the research method, to analysis the subjective and objective reasons of the dangers caused by the rural environment pollution. The subjective reasons include:the weak peasants' environmental protection consciousness, the insufficiency environmental protection consciousness, the light town enterprise etc; the objective reasons include: the system of urban and rural areas, the rural their own economic backwardness, the government outside investment limited and so on. In the country, the environmental pollution brings the dangers, mainly including:harming the health of human and animal, restricting agricultural development, blocking urban and rural development, influencing the rural harmonious stability, etc. At the same time, by comparing research method, through mirroring the foreign advanced experience to the rural environment management, especially for agricultural non-point source pollution, water pollution and the pollution in livestock and poultry experience that is worth studying. Some domestic coastal developed places, especially the special feature of the rural environmental governance is worth mirroring in the JiangSu and ZheJiang area, such as "Southern JiangSu model","ZheJiang model","JiangXi model" and so on who take the town layout structure adjustment to the central treatment, intensive livestock and poultry pollution, bound to use its funds management experience.Through the analysis above, the author summed up the problems of environmental pollution in rural areas, causes, dangers, explored the basic ideas of rural environmental governance, the principle and countermeasures. Furthermore, the author use a case of rural environmental governance through Yanting County, Sichuan for the governance of the rural environment. In this paper, the governance program of governance for rural environmental problems has a certain reference value and a certain role in promoting new rural construction.
