| Many resource-based cities gradually exposed more and more contradictions and problems after brilliant and lengthy development, which seriously affected the way of the future. Many experts and scholars put forward the transformation of the use of sustainable development to guide resource-based cities that is one of the most effective way to solve the predicament. This thesis takes Huainan City for example, according to a sustainability point of view, the use of regional economics, urban transformation of science, basic theory of systems engineering, principal component analysis, and the gray relational grade analysis method to evaluate the development of these cities, and finally through the conclusions of analysis to find out the main factors of restricting the development. Based on this basis, I put forward the practical path of urban transformation.Firstly, according to the four support systems of the economy-society-environment-resources, the thesis builds the evaluation index system of sustainable development. Secondly, in accordance with the indicators to collect2006-2010statistics of Huainan City, apply principal component analysis method to evaluate the level of urban development in the past five years, the outcome was sustained growth in Huainan city economy, but the dependence on resources is deepening day by day, so recent data shows that Huainan integration capability of sustainable development has not been improved. Thirdly, collect2009city statistics of Huaibei, Jixi, Fuxin, Jiaozuo and compare with the city statistics of Huainan. Using of gray relational analysis method for evaluation of sustainable development capacity, I arrive at a final reference ranking:sustainable development of an integrated capacity optimal is Jiaozuo city, followed by the Huainan, Fuxin, Jixi and Huaibei city. Finally, analyze the evaluation results of the level of sustainable development and capacity of Huainan city, and proposed factors of this city's transformation including industrial structure, social pressure on employment, introduction of talents, technological innovation, and suggested that the adjustment of industrial structure, population and labor force transfer, build support systems in transition, improve the social security system, and gradually reduce the dependence on resources, weaken the long-term social and ecological problems, looking for and the development of urban core competitiveness.
