Currently, many cities in the world are more or less facing the problem of traffic congestion. Therefore, how to keep urban transport system steady and fluid has become a hot research field for traffic engineering. Traffic control and traffic guidance are the most basic and important methods which can solve urban traffic congestion. They are interrelated but also independent of each other. Therefore, only the effective coordination of the two ways together can make urban traffic system steady and fluid. Based on such considerations, traffic control and traffic guidance collaborative was studied in this article.Based on domestic and foreign research summary, this article introduced the basic concepts of the traffic control system and the traffic guidance system, and described the necessity of traffic control and the traffic design integration. The core content of this article was the third, fourth and fifth chapter, the main contents were related to traffic control and traffic guidance collaborative model design, model algorithm design and application examples.Among them, the collaborative model makes green ratio, road traffic volume and rate of inflow as variables, and the mean and variance as constraints. The ultimate goal of the model is to achieve travel time of road network is minimized. This article uses genetic algorithm to solve the model, the model was designed fitness function, encoding and genetic operators. Finally, took a four intersections sub district for example, this article outlined the model solution process and verify the feasibility of the model.The finality of this article summarizes the results studied and proposes model improvements.
