To convenient residents use public transport travel and assist large volume public transport operation, it is necessary to strengthen urban public transportation and other transportation cohesion and build up an urban transportation system that low pollution and sustainable development.Firstly, the paper analysis the characteristic of public transportation and the resident use public transportation trip process. Integrate with various traffic service characteristic, there structure the urban public transportation transfer system which constitute by pedestrians, bicyclists and shuttle bus. Though that way, people transfer public transportation conveniently. Second, based on the analysis of the main elements of travel transfer, it design key elements of pedestrians, bicyclists and shuttle bus from engineering construction angle to ensure the residents use urban public transportation transfer system conveniently. Meanwhile, it also studied the transfer mode with public transportation. Third, comparison with various comprehensive analysis, it found that the analytic hierarch process most suitable for evaluation the urban public transportation transfer system. After that, there choose the rational index in order to establish the appraising system for the urban public transportation transfer system.Finally, the paper takes Xi'an as an example and analyzing the characteristics of the resident trips. Integrate with the characteristics of Xi'an and rail planning and the status of urban public transport, there plan the Xi'an urban transit transfer system which is about rail transit line land 2. There also draw up Xi'an urban transit transfer system management program to protection the system can effectively provide services.
