The shortage of water resources has become one of the important factors which restricted the sustainable development of social economy in Liaoning Coastal Economic Belt,and along with the development of social economy,restriction function of water resources will be more and more obvious. So the study of the sustainable development of water resources and social economy in Liaoning Coastal Economic Belt is of important practical significance.This article takes the sustainable development as basic guidelines. On the base of analyzing the current situation of development of water resources and social economy in Liaoning Coastal Economic Belt in detail,it researches on the sustainable development of water resources and social economy in Liaoning Coastal Economic Belt,which emphatically from two aspects of the evaluation of the sustainable development of water resources and social economy and the optimal allocation of water resources.1. Beginning with the research on the background and significance of the sustainable development of water resources and social economy in Liaoning Coastal Economic Belt,the article detailes description of the research status on problem of the sustainable development of water resources and social economy at home and abroad is presented,the main content and characteristics of this article is put forward. Then,educe the theory of the sustainable development of water resources and social economy from the theory of sustainable development,and indicate the problems and challenges for the sustainable development of water resources and social economy.2. The general condition of the natural geography,social economy and water resources and the present situation of water resources development and utilization in Liaoning Coastal Economic Belt are introduced. Analysis the capability of water resources to promote the sustainable development of social economy in Liaoning Coastal Economic Belt , by comparing it with the province and the national average levels.3. On the base of seriously analyzing the current situation of development of water resources and social economy in Liaoning Coastal Economic Belt,an assessment index system consisted of four levels for sustainable development of water resources and social economy in Liaoning Coastal Economic Belt is established, including 24 indices, which bases on three aspects: water resources,social and economy. The last years data of the six cities in Liaoning Coastal Economic Belt is chosen as the research object. Take variable fuzzy recognition model to evaluate the sustainable development of water resources and social economy in Liaoning Coastal Economic Belt year by year and layer by layer and the changing tendency in last years,then point out the main problems of the cities.4. Analyze on the situation of supply and demand of water resources in Liaoning Coastal Economic Belt,and take equal dimensional and new information grey forecasting model to reasonably predict the quantity of water supply and consumption in Economic Belt. According to the actual conditions of Liaoning Coastal Economic Belt,design four sets of optimal allocation plans on water resources. According to the prediction results,make optimal allocation on water resources of the cities by the multi-goal programming model,and obtain the optimum plans on water resources allocation.5. Summarize the main problems existing in process of the sustainable development of water resources and social economy in Liaoning Coastal Economic Belt,and put forward some countermeasures for the sustainable development of water resources and social economy in Liaoning Coastal Economic Belt.
