| At present, with the rapid economic development, rapid growth in water demand,water resource is playing more and more important role in the development of national economic.However, for a long time, for reasons of price mechanism, industrial structure, technology,and equipments, the water use efficiencies are universally low and the waste of water is serious in Liaoning coastal economic belt. And the lack of water resource has become the bottleneck of restricting economic development. How to appropriately allocate the limited water among different industry and make it to maximize the economic benefits has become an urgent problem.The theory of marginal effect is the cornerstone of this paper. This subject analyses the situation of water resource and the socio-economic detail. It analyses the sustainable development of water resources and economy in Liaoning Coastal Economic Belt. This subject has two important parts: the water marginal benefit of three industries on time-space distribution, the driving force factors influencing the water marginal benefit. The paper quantitatively analyzes the impact of water resources on the marginal benefit according to the three industries.Firstly, based on the situation of water resource of Liaoning Coastal Economic Belt, the paper introduces detailed the relative research about the water resource value and the marginal benefit of water resource at home and abroad. The theoretical basic of the paper is based on the research results from many relevant scholars.Secondly, this chapter outlines the present situation of water resources and social-economic development in Liaoning Coastal Economic Belt,by comparison with the present situations in other places domestically, the paper analysis of the current situation and existing problems in in Liaoning Coastal Economic Belt.Thirdly, The water resources are overly scarce in Liaoning Coastal Economic Belt,and water supplies and the agricultural irrigation water used all depends upon the ground water in many cities. The water consumption of agricultural production amounts to 70 of the total water consumption in the area and the consumption for industry water is about the same as the third industry water. And, in this study, the Cobb-Douglas was employed in the computation of marginal revenues of water of Liaoning Costal economic belt over the period of2002-2011.The results indicated that,in 2002-2011,Liaoning coastal marginal effect of three industries increased year after year, and the margin effect for Agriculture, Industry and tertiary industry water was 4.11 yuan/m3,82.30yuan/m3 and 154.93 yuan/m3, respectively, the averagefrequency ratio was 1:24:37 times. Margin effect of Agriculture water was significantly less than that of Manufacture and Domestic water. According to the water utilization margin benefit, the paper cluster the 6 cities into three categories with GIS software, the temporal and spatial change of it was analyzed. The results show that investment and production are disproportionate of water resource,and the main reason is that it is restricted by many factors such as industrial structure, technological level, the policy, and the economic development level.Fourthly, Due to the different nature of the three industries, their influence factors were many and varied. To investigate the key factors of marginal effect for water resources,multiple linear regression model was based on the results we had. Our modeling showed that influence factors exactly revealed the impact of marginal effect of water resources and that factors had both positive and negative effects. The results showed that: factors that affect Agricultural water were agriculture 10,000 yuan GDP water consumption, government influence, yield per unit area, fertilizer consumption; factors of marginal effect for industry was industry 10,000 yuan Dewater consumption, industrial waste water emission, government influence, degree of market demand; factors of marginal effect for tertiary industry water was water consumption of the third industry per 10,000 yuan GDP, urbanization level, government influence, park green land area per capital.Fifthly, to summarize the research results of this subject, it puts forward the strategies to solve the water resources shortage in Liaoning Coastal Economic Belt. |
