Study On Countermeasures Of Reservoir Security Management In Yunnan Province

Reservoirs, as the core of river flood control system, not only take the responsibility of flood protection, irrigation, water supply and power generation, but also play an important role in protecting the safety of life and property, food security, sustainable economic and social development and so on. The terrain of Yunnan province mainly is mountain, because of special natural and geographical conditions, reservoir security management task is very arduous and the responsibility is also very important, while the current reservoir management system in Yunnan, which was formed under the planned economic system, is too extensive to meet the requirements of economic and social development. In this paper, based on broad investigations and collecting information, the reservoir security management status in Yunnan province was studied, the problems of reservoir management system were analyzed and their causes were discussed. In the light of the foreign reservoir management modes and the actual situation in Yunnan province, some countermeasures were proposed, include improving legal basis, applying scientific and technological means, rationalizing management system, establishing good mechanisms, improving emergency response system and so on. Meanwhile, a new reservoir management mode was developed, which has the advantages of integrated regulations, clear responsibilities, coordinated operations, efficient management, reasonable system and flexible mechanism. It is hoped that the new mode can benefit the establishment of reservoir public safety management system, which is more suitable for the market economic system.
