Research On The Countermeasures Of Safety Management Of Ro-on Ro-off Transportation In Qiong-zhou Strait----under The Theory Of New Public Service

As one of the three straits in China, connecting Hainan island and the main land, Qiongzhou Strait is an important sea channel in east and west China. The safety of ro-ro passenger ship navigation in Qiongzhou Strait is closely related to the economy and society development in Hainan province, to the image of Hainan island as an international tourism island, to the convenient and safe transportation of people, and to the smoothness of the transportation of the agricultural by-products from both sides of the strait. The Ministry of Transportation is highly concerned with the safety in Qiongzhou Strait sea waters. And the Maritime Administrative agency has been working hard on the safety navigation management of Ro ro passenger ship in Qiongzhou Strait, considering it as a long-term working focus.Now, temporary achievements have been realized in the safety navigation management of Ro ro passenger ship, with "3zeroes" goals achieved in Ro ro passenger ship safety management since2000(no general or above level water traffic accidents, no casualties, no contamination accident), which contributes to the social economic safety, and harmonious developmental environment. However, there should be no slack in the safety management of Ro ro passenger ship in Qiongzhou Strait, because there are problems such as, the transportation market being not normative, accidents at times, the incompatibility of sea channel and navigating capacity, safety management being not professional, emergency handling capability and mechanism that need to be perfected, etc.In order to solve above-mentioned problems and establish long-term effective mechanism of the Ro ro passenger ship safety navigation in Qiongzhou Strait, this paper concludes the features of Ro ro passenger ship in Qiongzhou Strait and makes a summary of the traits of Ro ro passenger ship navigation in Qiongzhou Strait. By researching on and learning the experience of Ro ro passenger ship safety management from Bohai Gulf, Zhoushan islands, this paper digs into the root of the problems in the Ro ro passenger ship navigation safety management in Qiongzhou Strait. From the perspective of service-oriented MSA and innovation-oriented MSA, this paper applies the the new public service theory and puts forward some solutions and advices on how to improve the safety management, including the following aspects:holding the safety monitoring concept of "service", perfecting the Ro ro passenger ship navigation safety management system, applying the comprehensive management system of Ro ro passenger ship navigation in Qiongzhou Strait, building a strong team of talents, enhancing the safety guarantee level of Ro ro passenger ship navigation in Qiongzhou Strait.
