Research On Government Reservoir Governance From The Perspective Of Public Products

According to the latest statistics in 2019,China has 98795 reservoirs,ranking first in the world.Reservoir,as a water infrastructure,can enhance the flood control capacity of rivers,regulate the uneven spatial and temporal distribution of water resources,and optimize the allocation of water resources artificially.It provides a solid water support for the local economic construction and social development of the reservoir.It is very important in the national economy.Under the background of implementing sustainable development strategy in China,local governments pay more attention to the sustainable use of water resources in the process of reservoir management.General Secretary Xi put forward the new water control policy of "giving priority to water saving,balancing space,systematic management and exerting both hands",which pointed out the direction of reservoir management in the future.At present,a large number of plain reservoirs have been built in northern China to solve the problem of water use for Industry and agriculture.However,in terms of reservoir management,some local governments have insufficient experience in reservoir management and the degree of reservoir management is not high,which affects the full play of reservoir functions.How to improve the level of reservoir management and make the reservoir better serve the economic and social development has attracted more and more attention from all walks of life.In view of the above background,this paper attempts to take Liaocheng City as an example to analyze the current situation of local government reservoir management,analyze the existing problems and causes based on the current situation,and draw lessons from advanced reservoir management experience at home and abroad,using public management theory,put forward countermeasures for local government to improve the capacity of reservoir management and promote reservoir management.The continuous improvement of the level,better play to the design efficiency,service for social development.This paper is mainly divided into six parts:The first part is the introduction.It includes research background and significance,domestic and foreign reviews,research contents and methods.The significance of the research background mainly introduces the background and significance of the topic selection,analyses the significance of reservoir management,expounds the prospect and opportunity of Reservoir Electrical automation,discusses the important role and necessity of reservoir management,and expounds the theoretical and practical significance of the topic selection.This paper reviews the research status and achievements of reservoir management at home and abroad.The contents and methods of the study introduce the content,methods and possible innovations of the article.The second part is the elaboration of the related concepts and theoretical basis of the article.The related concepts mainly include the concepts of reservoir,reservoir management and reservoir electrical automation management.The theoretical basis includes the theory of "public goods","reservoir electrical automation management","network management" and so on.These theories provide the basis for the analysis and research of this paper.The third part is the current situation analysis of Liaocheng reservoir management.Taking Liaocheng City as an example,the present situation of local government reservoir management is analyzed.Firstly,the basic situation of water resources and reservoirs in Liaocheng City is introduced,and then the management model of Liaocheng Reservoir is analyzed.Then the representative reservoirs are selected in different governance modes for detailed analysis,and the status quo of Liaocheng reservoir governance is summarized,so as to have a clear understanding of the status quo of local government reservoir governance.The fourth part is Liaocheng reservoir management problems-and causes analysis.In order to obtain the first-hand information accurately,the field investigation method was used to investigate the reservoir,and the interviews with reservoir managers and water conservancy design experts were conducted.Combining with literature and personal analysis,the existing problems and causes of reservoir management in Liaocheng City were concluded,so as to lay a good foundation for improving reservoir management in the next step.The fifth part refers to the experience of reservoir management at home and abroad.The Xiaolangdi Reservoir,which is more advanced in reservoir management in China,is selected as a typical case.The advanced experiences and methods of reservoir management are carefully analyzed,and the successful experiences of reservoir management abroad are used for reference.Ensure that the countermeasures and suggestions put forward in the next part are scientific and reasonable.The sixth part is the countermeasures and suggestions for local governments to enhance the capacity of reservoir management.Based on the analysis of the third,fourth and fifth departments and the theoretical basis of the second part,this paper puts forward the countermeasures and suggestions for local governments to improve the capacity of reservoir management from three angles:exploring the reservoir management mode,improving the marketization degree of reservoir management and giving full play to the role of advanced technology.By the end of 2017,there are 98795 reservoirs in our country,and the number is the first in the world.As a water conservancy infrastructure,the reservoir is of great importance in the national economy.The reservoir improves the flood control ability of the river,regulates the spatial and temporal distribution of the water resources,and artificially optimizes the water resource allocation,and provides a solid water support for the local economic construction and social development of the reservoir.
