Small And Medium-Sized Airport Security Management System-Risk Management Research

Accompanying the industrial civilization and technology advance by leaps and bounds, security needs and concept is also in constant development and improvement. Currently, safety management as a subject, already from the accident of the early result-oriented theory, development process and organization of today's attention and emphasize risk forecast and control the scientific theory system, more typical is called system safety management theory (SMS). In 2007, according to the domestic each airport to establish safety management principle of PDCA system (SMS), system in risk management as the core, and the information management as the driver, but running so far, each airport especially small and medium-sized airport doesn't have a complete and system risk control methods, cause safety management system and the airport operation situation are not good coherence. This paper is mainly aimed at SMS (safety management system) ten elements (security policy, security objectives, organization and duties, safety education and training, file management, safety information management, risk management, no security incident investigations, emergency response, airport security supervision and audit) the core factors of risk management in risk management, risk identification, risk assessment and risk control based on the theory of the hazards and first airport integrative into static risk source control and static hazard control, using information for dynamic risk source statistical summarized safety risk and unsafe events positive correlation, thereby, achieve by control risk without controls security incident, the purpose of realizing safety terminal ahead; Second search, the weak link of hidden management through the secondary fuzzy evaluation theory, looking for specific control failure aspect, eventually establish a safety hazard, solve search safety hazard, analysis safe hidden trouble and use to guide the next job analysis result of safety risk control mode. Finally, I hope that this thesis research results to a view to play a valuable role and contribution for civil aviation.
