Safety is the lifeline and bottom line for the survival and development of civil aviation industry,and also the core index to judge the development quality of civil aviation enterprises.In recent years,with the increasing production of civil aviation transportation in China and the increasingly complex security environment at home and abroad,the pressure,challenges and difficulties of airport safety operation control are increasing day by day.The traditional passive safety management mode of "reinforcing the sheep with the sheep" has been unable to meet the needs of safety management.It is urgent to establish a more active,active and efficient modern safety management system and innovate safety performance test.Nuclear methods are used to evaluate,track and control risks,so as to improve the level of safe operation management and control.Safety performance management is a new safety measure put forward by ICAO and China Civil Aviation Administration in recent years.It shifts the result-based safety management to a management mode that takes into account both safety process and safety state on the basis of result-based management.The evaluation of safety performance is the key and difficult point.China's small and medium-sized airports account for more than 70% of the country's civil transport airports,and their security level plays a decisive role in national aviation safety.Therefore,tailor-made safety performance appraisal system which meets the unique operation requirements of small and medium-sized airports for performance appraisal is of great practical significance to improve the level of aviation safety management and promote the construction of China's civil aviation power.Based on solving the difficult problems of safe operation and management of small and medium-sized airports,this paper is divided into three parts:Firstly,this paper systematically combs and compares the status of airport safety management system and safety performance evaluation index system at home and abroad,analyses the shortcomings of existing airport safety performance evaluation system and existing methods,and the problems existing in the implementation of safety performanceevaluation in small and medium-sized airports,which lays a theoretical foundation for the establishment of this paper and determines the research ideas and directions.Secondly,aiming at the operational characteristics of small and medium-sized airports,PIRATe is introduced to select and decompose safety performance evaluation indicators for the first time,and it is combined with the Analytic Hierarchy Process(AHP)organically.An innovative PI-AHP method is proposed.With this new analytical method,the selection machine is deduced aiming at zero safety accidents.The key risk control points of airport safety system are decomposed into criterion level indicators,grading and weight setting.A safety performance evaluation index system which is more in line with the actual situation of small and medium-sized airports is established.It can more comprehensively,objectively and accurately show the level and status of airport safety,achieve the purpose of quantitative assessment and scoring,and initially form a data-driven safety performance evaluation model.Finally,select the airport as a sample of small and medium-sized airports for empirical analysis.Through the investigation and analysis of the new small and medium airports safety performance evaluation index system operation and performance evaluation results to demonstrate the feasibility of the system,and find out the existing problems,put forward solutions to provide reference and inspiration for the national small and medium airports to carry out safety performance assessment.
