With the development of urbanization in China, more and more investment is put into the construction of infrastructure, at the same time, the competition between contractors is more and more bitter. A typical city street project is chosen as the sample, and the Bill Quantity Cost Estimation Principle is employed, while the cost formation and statistic parameters are analyzed. The results may be used as the reference for contractors to estimate the cost of a future project, and to give out the bidding price.All the analysis is based on the frame of Henan Construction Engineering Comprehensive Price-Civil Works (2008) and relative polices, and the prices of materials are assigned according to the Standard Material Price Information in Zhengzhou (Third Quarter,2010). The formation of street cost is investigated, and the most inflating materials, in the view of price, are discussed.1 Generally, the surface works of street cost 70%, and the sewage and rainfall drainage works cost 30% totally. The percentage of sewage works is greatly affected by the designing, especially the material of pipelines.2 In view of cost formation, material cost is the most,65%; and then, the machinery cost,17%; labor cost, at 10%. So, material cost makes the greatest part of total cost. When the price of material rises, the cost of civil project increases at the same time.3 In all the parts of surface works, the motor vehicle lane costs the most,70% of the surface works, and 50% of the total street works.4 For some segments, the labor cost accounts for the most, such as sewage works, rainfall drainage works, and earthworks.5 The price of some kinds of materials inflates at the most, such as asphalt, concrete pipeline, and commercialized concrete.6 For a 45 meter-width civil street, the generally cost is 15000 Yuan per meter at length.
