Business rule is such a principle, to assert the business structure, control or influence business behavior. Business Rule Management Technology is a technology for managing business rules, and has achieves widely application in the field of telecommunication and finance, and so on. However, Business Rule Management Technology has not been applied in power system. The innovation is using Business Rule Management System in Operation Order Management System; the goal is to deduce the application conclusion about business rule management technology in power automatic system through the research.Business Rule Management Technology makes the business rule in system just as the data which is separated from program separates business rules from the code and constrains the program as the plug-in. Operation Order Management in power system was first developed in late 1980s. In traditional Operation Order System, the operation logic is embedded into program using process description language. There has been an expert-based Operation Order Management System in recent years, which could manage the operation rules uniformly, whereas it lacks of convenience and flexibility. Business Rule Management Technology requires Business Rule Management System to achieve. ILOG JRules is a commercial Business Rule Management System, which is developed on the basis of the expert system and designed for the IDE of Eclipse conducts. It combines modeling, coding, and debugging and deployment application into one environment. The topic studies the application of Rule Management Technology in Operation Order System, so that the management and maintenance of operation rules could be more united and convenient.In addition, standard of IEC61970 is introduced, which proposed Common Information Model (CIM) and Component Interface Specification (CIS) for power system solution. CIM solves the problem of differences in different power systems, such as EMS and SCADA; CIS makes the data sharing and data accessing more convenient. The thesis presents a new design of Operation Order System which is based on the CIM model; the network topology is established on the basis of the connection topology of power system; the rules are made based on Business Rule Language. The operation rules are extracted, defined and treated according to the bay of power system, which could meet the needs of model power system development.The thesis summaries the operation rules of power network, details and extracts the operation rules; studies the CIM model and connection, and does the network topology; designs the Operation Order System based on Business Rule Management Technology. In addition, the paper introduces the Rule Engine, the overall of the system, and describes the practice using in engineering. Finally, the research of this project is summarized, the advantages and deficiencies, as well as recommendations for future work, are proposed.
