Therefore, some scholars proposed industrial heritages protection, reformation, and reuse from theoretical study, government management and city development. But seldom has people do system research on some individual cases and most of these researches are focused on cities like Beijing and Shanghai which have certain achievements on industrial heritages reuse. But the research about Jinan--- an important industrial city in our modern times and where industrial heritages reuse is not really developed city, is much less.
