Study Of A New Model Of Land Use Planning Based On The Cnditions Of Market Economy-Urban Grey Land Planning

In the market economic system, urban land use planning must be convert the traditional land qualitative model to a new model ,which adapt to the dynamic development of cities and the model of market economy, effectively improving the utilization of urban land and mining the value of the land itself, in order to expand sustainable development of cities in the accumulation of funds and space to adapt to the new era of land use on the new requirements. Based on the full implementation of the concept of scientific development, promote the building of a harmonious society and promoting the development of rational thinking of the city, taking into account the flexibility of land use planning issues, the new round of the Suzhou Industrial Park zoning plan, by the Chinese Academy of Urban Planning and Design first proposed the "grey land" concept.In this paper, to take the "grey land" concept, analysis and research the content and methods of grey land planning and operational mechanisms. First of all, combined with a grey system theory , analysis of the grey land definition,classification and the momentum generated; Secondly, the paper discusses the contents of the gray land-use planning and, clear the land of grey constituency approach, discussed the process and characteristics of the grey land planning, and analyze the applicability from passive and active of two angles ; Third, the paper studied the special operating mechanism of grey land . Analysis research on the determine of years of land use, land development patterns, land features, land conversion feature, the ground construction of the re-use strategy, as well as external support for such areas as policy. Finally, the papers research from the passive grey land planning and initiative grey land planning, analysis, comparison and evaluation.Paper hopes that through the study of the grey land, provide a new model to resolve the conflicts between Urban development and land use. Reference or guidance to solution already facing or will face similar problems of urban development.
