As China's economic construction developed rapidly, modern construction projects with huge investment, high risk and long period are facing increasingly complex environment, more and more numerous uncertain factors, so requirements of managers for improving the efficiency of risk management to achieve project objectives are also increasing. In recent years, though scholars have put forth a Comprehensive Risk Management concept, however, in the project management construction process, the enterprise worked with rules of thumb more, not establish a sound risk management system, making it difficult to meet the requirements of practice to construction project risk management. Therefore, to carry out a comprehensive risk management research, implement comprehensive risk management ideas, theories and methods in construction project management, as quickly as possible establish effective comprehensive risk management system for construction projects with international standards, suited to China's national conditions, have important theoretical and practical significance.This paper uses the basic theory of a comprehensive risk management of construction projects, combines the characteristics of construction projects, and selects the Zibo High-tech Zone Project of the Centralized Heating and Air Conditioning as the research object. According to its internal and external environment and their own characteristics, it analyses the project risks and root in the construction and operation from risk identification, risk assessment, risk response and risk monitoring, assesses important risks and proposes more detailed risk responses and control measures. Qualitative and quantitative, theoretical and empirical research methods combined and others mainly are used in the specific course of the study.This paper firstly overviews and researches the theory of comprehensive risk management of construction projects. Secondly, it qualitatively identifies risk factors according to features of Zibo High-tech Zone Project of the Centralized Heating and Air Conditioning, talking with project manager and responsible people and combining with the views of experts, which obtains 17 risk factors including 5 first factors: technology risk, policy risk, economic risk, social risk and management risk. Thirdly, it quantitatively assesses risk for phases of project. Fuzzy comprehensive evaluation is used during the investment phase, which comes out technical and management risks impact greater, and sensitivity analysis is used during the operational phase, which comes out business income impact greatest. Finally, it puts forward the corresponding risk response and control measures for the risk of having a greater impact according to the results of risk assessment.
