Since the reform and opening up, China's urbanization process is accelerating, steady and rapid economic development, transportation demand continues to rise, Transportation development and energy shortages, environmental pollution have become increasingly prominent. Urban transportation as an energy consumption and greenhouse gas emissions, large, failure to take effective measures, unsustainable resources, the environment is difficult to carry, social unbearable, transportation development can not be sustained. State Council for the transportation industry as the focus of energy saving one of the industries, the State Council to speed up the building to clear carbon emissions characteristics of transportation system.In this paper, a clear scope of the study, based on analysis of progress to study the characteristics of the development of urban passenger transport and carbon dioxide emissions from the status quo. From the structural, technical, managerial, consumer factors influence four aspects of urban passenger carbon emissions factors. Analysis of trends in urban passenger, based on the development of transportation through the establishment of low-carbon model of urban passenger transport emissions of carbon dioxide measured to determine the emission reduction targets, carbon dioxide emissions by scenario assumptions scenario analysis, and forecasting the results of carbon dioxide emissions. Finally, according to characteristics of social and economic development in China, combined with characteristics of urban passenger transport emissions of carbon dioxide is proposed to reduce carbon emissions from urban passenger transport strategy, and response measures. Urban passenger transport and to achieve economic, social, environmental, resources, coordinated and sustainable development.
