| Energy efficiency in buildings is the new problem that the building industry must face. In our country energy consumption in buildings is about one third of the whole energy consumption. Energy saving is the new task of architecture industry. Sustainable development of society economy is the concept acceptable by more and more people.In this paper, author expound the importance of sustainable development of society by the sustainable exploitation and energy saving, of enhancement of energy using efficiency and of reduction the environmental contamination using fossil energy.Author also research of energy consumption in China, and compare with the actuality in the U.S and Japan, in order to use good qualities for reference.The theory of Public Sector Economics is applied to analyze the economic characteristic on the field of energy efficiency in buildings. Market mechanism is failure partially in this field, so the government should take some policy tool such as standards and codes, finance and tax policy then the government can adequately utilize the economic lever to exert market transformation.The concept and strategy and using prospect of new and regeneratable energy also are expounded. The methord of theory analysis and engineering cases comparation is used. There are a series of methords and technological measures of energy saving and new energy exploitation in this paper.The author gives some suggestions on developing and implementing the policy of energy efficiency in buildings. The theory of Engineering Economics is applied to value the economic benefit from energy efficiency in buildings.
