With the electricity market reforms, the contradiction between safety and efficiency of power grid began to show, there are various potential and real risks in power grid operational. To solve this problem, the paper focuses on the risk of the distribution power grid. Use risk management system theory and methods to do risk identification and prevention research on Operational Risks of distribution power grid in case of a provincial power company. First, introduce the research status, risk management theories and methods, followed by the distribution power grid risk identification, assessment and controls respectively. In risk identification, with brainstorming, fault tree, the historical failures statistical analysis method, cause and effect diagram method, the external factors and internal environmental factors of distribution power grid are focused on. Power market reformation and the external environmental factors of the distribution power grid operational are analyzed in external risk, operational risk, management practices and the personnel quality risk are analyzed in internal risk. Then according to the results of risk identification,use the risk assessment methods to assess the risks. two parts is divided, firstly, use loss expected mehtod to assess quantitatively on the 13 causes of grid Operational failure, propose how to calculate the risk value, then the result shows that the main risk sources are: overload failure, equipment failure and the users; secondly, use LEC method assess management and staff risk, the result showes that the human factor in grid operation is the key risk factors. According to the assessment results, the risk prevention measures are put forward according to the problems of equipments and network infrastructure equipments and staff operation .The qualitative analysis and quantitative evaluation are combinated, and the calculation of risk values in distribution power grid failures and the application of LEC to evaluate the management risk are innovation places of this article. In conclusion, this study will enable enterprises facing a clear and comprehensive understanding about the operational of distribution power grid, helpful and reasonable to decision-making, and can avoid and mitigate risks, and guide the planning and construction of power grid in some extent.
