In recent years,power grid companies have vigorously promoted the intensive management of material resources.With the increasing proportion of centralized procurement of power grid materials,the risk of bidding and procurement of power grid materials has also shown a trend of centralization.Competition among suppliers has become very fierce,and the number of complaints and queries against bidders and winning bidders has increased sharply.In the specific bidding and procurement process,the lack of standardized internal control process as a guide will inevitably lead to potential risks.This paper focuses on the key business of material resources intensive management in bidding and procurement,combines with the requirements of risk prevention and control system of material resources intensive management of State Grid Corporation.On the premise of ensuring the quality of equipment procurement,this paper focus on eliminating management loopholes and blind spots,resolving the risks in bidding and procurement process,realizing the controllable,controllable and in-control of bidding and procurement risks of power grid materials by building a scientific and complete risk prevention and control mechanism.There is a great significance for the successful implementation of the follow-up power grid construction project.On the basis of consulting relevant literature,this paper introduces the theoretical research status and application of bidding risk managementbriefly.Taking the bidding and purchasing risk of power grid materials as the research object,this paper establishes a comprehensive evaluation model of the bidding and purchasing risk of power grid materialswith the help of analytic hierarchy process and fuzzy comprehensive evaluation method.It focuses on introducing environmental protection risk indicators,guiding power grid enterprises to pay attention to the environmental protection risk of power grid materials purchasing,and guiding material manufacturers to increase their investment in energy-saving and environmental protection products in product research and development.This model ranks the risk factors of the bidding and purchasing project of power grid materials,and calculates the comprehensive risk evaluation value of the project.It can transform the qualitative evaluation into quantitative evaluation,and help risk managers to have an intuitive judgment on the risk level of the bidding project.Finally,this model is applied to evaluate the risk of procurement by bidding for material agreement inventory in the fourth distribution network of Shandong Power Grid.The result shows that the risk level of the project is "medium".According to the importance ranking of risk factors,this paper selected the environmental protection risk especially introduced in this paper,as well as the risk of higher risk bidding preparation stage,the risk of bidding implementation stage,the risk of bidding and the risk of subsequent stages for in-depth analysis,and formulated risk response measures.In summary,under the guidance of risk management theory,this paper establishes a comprehensive evaluation model for bidding and procurement risk of power grid materials,and validates the evaluation model with the case of the fourth bidding and procurement of material agreement inventory in Shandong power grid,which provides some ideas and references for risk management personnel of power grid materials bidding and procurement.
