Electricity meter is one of the most common electric energy measuring devices, commonly used from large industrial customers to every household. With the further construction of smart grid proposed by State Grid in its 11th five-year marketing development plan, demand for measuring equipment such as smart electricity meter and acquisition terminal will certainly increase, as well as information acquisition. To cope with these increase, stability and reliability of acquisition system must be guaranteed, which requires the related equipment to take protocol conformance test. However, real electricity meter with acquisition terminal is adopted by the most tests in protocol conformance test, and it needs various types of electricity meters and high specification. It leads to the waste of resources from the costing aspect. In this paper, a new virtual meter software based on DL/T645 is proposed, using object-oriented advanced programming language. It facilitates the power enterprises to enhance the reliability of the testing, and promotes the manufacturers to improve the product. Through the researching, it can effectively improve each equipment testing of the user information acquisition system, and can provide power enterprise effective means of protocol conformance test under laboratory conditions, which builds a solid technical support to electricity information acquisition system.Firstly, this paper provides the definition, development, basic principle, communication process , and communication protocol of electricity meter, and analyzes the feasibility of virtual electricity meter. Then it introduces the general design of virtual electricity meter sofrware and application testing environment. Virtual electricity meter sofrware is divided into user interface, analog signal generator, protocol analyzing unit and communication unit.It describes each module of virtual electricity meter sofrware in detail.User interface is designed for parameter add, delete set and other operations and a few meters run in an RS232 link simultaneously. Analog signal generator is designed for signal and basic data generation, including transient signal generation, base wave signal generation, harmonic signal processing. Protocol analyzing unit sets a frame that can be adjusted to obtain perfect configuration, that is to say, the user can increase protocol data items without modify the program all by himself. Finally, through protocol conformance testing based on test interface and data frames analyzing, virtual electricity meter achieves the goal of application.
