With the sustained and rapid development in Chinese economic and social, severe shortage of energy, resources in short supply and environmental pressures have become important restriction factors on building a well-off society and accelerating the construction of socialist harmonious society. Only by adhering to conservation development, clean development, security and development, we can realize good and fast economic development. Through the research on power plant of central heating and cooling system in this thesis, it puts forward scientific suggestions for its development in future. This way has certain practical significance for China to change the energy utilization and to realize sustainable development in economic.Based on three kinds of power plant of central heating and cooling system as the research objects in this thesis, the relationships of economics, energy conservation and environmental protection are explored. The aim is unearthing of their respective advantages and disadvantages and looking for the scheme which is economic and environmental and it also can improve the thermal utilization efficiency, so as to promote power plant of central heating and cooling system could be stable and healthy development. It uses the related theory and analysis method of gray multi-level comprehensive evaluation, and its content centre on the models which are established for power plant of central heating and cooling system, and analysis and comparison of economics, energy conservation and environmental protection, etc.The main results are as follows:(1) According to the related theory and relevant knowledge of the power plant of central heating and cooling system, the model for the new power plant of central heating and cooling system is established. Through comparing the power plant of central heating and cooling system, the model which is more according with the modern development trend is found out.(2) Economics, energy conservation and environmental protection comparison of the power plant of central heating and cooling system are compared and Analyzed. With the gray multi-level comprehensive evaluation method, it is further Analyzed and researched.
