Energy is one of the great challenges faced during economic development processes. Energy development would bear the dual-pressure, not only to meet the economic and social development needs, but also to reduce environmental pollution. To improve energy efficiency will help alleviate these problems and increasing economic benefits at the same time, to improve the overall competitiveness of the economy. Therefore, efficiently utilization of energy has become an effective way and important guarantee for future sustainable development of the nations all over the world. How to evaluate the effective use level of energy for industries and regions has become an important issue for national economy, environment sustainable development.Exergy analysis is a useful method to analyze both micro-and macro-system of energy use, and is helpful for region energy use analysis and the formulation of energy policies in regional energy sustainable development.General model for evaluating energy utilization efficiency of energy systems was established from the perspective of exergy analysis, after the systematic review of the concept of energy efficiency, indicators, and evaluation methods on the basis of the current study situation at home and abroad. The efficiency evaluation function was combined with factor decomposition model to constitute a complete evaluation model of energy efficiency.Then power plants, industries and regions were analyzed respectively to establish the practical models. Power plants and industrial department were chosen as examples to testify the complete evaluation model based on energy consumption data and energy efficiency data. In industrial energy efficiency analysis, factor decomposition model was used to illustrate impacts of energy structure and the energy efficiency of sub-sector on industry energy efficiency. Results showed that the energy efficiency of sub-sector has played a vital role industrial energy efficiency. Adjusting energy structure could improve industrial energy efficiency at a certain degree, and effectiveness gradually became clear.Finally, energy conservation situation for regions was described. The summary of the evaluation index system of regional energy use was listed and a new evaluation index system was proposed. A regional energy strategy for sustainable development was put forward on the basis of our nation's economic, energy and environmental situation.
