China is in the stage of rapid economic growth. With the increase of energy consumption, energy has become a major bottleneck restricting the development of China’s economy. Energy efficiency research in the traditional sense is only on the energy, and the energy, economy and environment are ignored. In fact, the energy use efficiency is not a simple technical problem, it is subject to economic, environmental and many other factors, covering a wide range, and the evaluation of its energy consumption intensity based on the evaluation of the existence of a certain number of defects.In this paper, from the perspective of energy, economy and environment, the paper introduces the concept of equivalent electric power based on the second law of thermodynamics, and gives a clear calculation method for the equivalent power conversion method of different varieties of energy. On this basis,, the comprehensive energy efficiency evaluation system of 3 subsystems including energy, economy, environment, and 12 energy efficiency indicators is established. The evaluation results of the model are defined as the comprehensive energy efficiency index. Through the level analysis method and the model of the mutual feedback, influence relationship, the influence of different index to the degree of the weight distribution, the impact of different indicators. Finally, the specific evaluation method of energy efficiency evaluation model is put forward, and the evaluation and analysis of the comprehensive energy utilization efficiency of our country by using the evaluation index system of 2005-2012. The analysis results show that the energy consumption per unit of industrial energy consumption and energy consumption per unit of industrial energy consumption and energy consumption of terminal energy consumption is 45%, and the overall energy efficiency of China’s comprehensive energy utilization efficiency is increased by three.In addition, this paper presents a good agreement with the traditional energy efficiency evaluation method, which also proves the scientific nature of the model.
