Energy is one of the great challenges faced during economic development processes. Energy development would bear the dual-pressure, not only to meet the economic and social development needs, but also to reduce environmental pollution caused by energy consumption. Nowadays, one of the world’s themes is the energy conservation and emission reduction. People strive to achieve more energy services with less energy sources, and keep sustainable development of the environment. Energy conservation and emission reduction must have reasonable energy efficiency index. The index need to be optimized in order to coordinate the relationship of energy consumption, economic development and environmental protection. With low energy consumption, the economic benefits should be good, and the environment pollution should be reduced. Establishing a scientific energy decision-making system is the core of index optimization of macro system energy efficiency. And the establishment of the system is the source of the basis.Against this background, the research of energy efficiency and energy efficiency index was introduced in the general at first. Combined with the second law of thermodynamics, the new energy efficiency index, exergy intensity, was putted forward. Then the calculation method of exergy of typical energy was provided.Secondly, the research method of energy efficiency was introduced. The factor decomposition method was chosen as the method in this paper. After researching the characteristics of each branch of factor decomposition method and exergy intensity, the LMDI index method was chosen to analysis the exergy intensity in theory.Finally, the theory decomposition result of exergy intensity was applied to the example of Beijing. Double factor decomposition and industry decomposition was applied to the energy utilization status in Beijing. And the influence of each factor to exergy intensity of Beijing was acquired.
