Research On First-grade Highway Traffic Safety Representative Issues In Southwest Area Of China

The first-grade highway traffic safety situation is very serious in China. It brings a great threat to the people's life and property, and badly affects its role of promoting local economic development. Because of surrounding towns's scattered distribution and low density of road network, there are traffic safety representative issues of the first-grade highway in southwest area, including traffic safety of the access, traffic safety of the section across town and traffic safety management. This paper systematically analyzed these three representative issues, and discussed first-grade highway traffic safety technology and management strategies separately from planning, design, and management.Firstly, the southwest area first-grade highway route safety planning method was put forward. With the main traffic safety issues, the first-grade highway route planning principles was proposed. Based on the analysis of traffic system of the section passing town, the route strategy based on the town layout and the method determining the route based on the access risk was studied.Secondly, the safety design of the first-grade highway in southwest area was researched. Safety alignment design of the first-grade highway section across town was discussed, including horizontal alignment, vertical alignment and cross section, in which the auxiliary road was expounded. On the basis of vehicle characteristic analysis, the design standards of the first-grade highway access spacing control, geometric design and sight distance guarantee were discussed, and the corresponding implementation method were put forward. The design of the first-grade highway traffic safety facilities was illustrated in detail, including the promoting facilities, warning facilities, isolation facilities, crossing facilities, speed control facilities, in which the speed control design method was proposed.Finally, the southwest area first-grade highway traffic safety management countermeasures were studied. The contents and ways of the traffic safety publicity and education in the rural areas along first-grade highway were discussed. The first-grade highway traffic safety managment countermeasures of the public security department of traffic management and the highway department of traffic management, and the land use managment countermeasures of the area along the first-grade highway were separately proposed.
