Regional Communication Network (RCN) is an important part of the comprehensive communication system. It is mainly composed of the trunk nodes, ingress nodes, access devices, management and control center of the network. It can interconnect with the superior strategy communication network and intercommunication with the inferior access users. It is also the main development of strategy communication network. The reliable safeguard is required for the expedite RCN, so that all the commanders can collect the battle information, make analysis decisions and command military action. It is the base for maintaining the whole combat system running efficiently and realizing integrative operation. Therefore, in order to adapt the future high-tech martial need, the study on RCN is focused on the reliability at present.There are some problems in the present research on the reliability. For example, the division of the structure level is fuzzy and intercrossed. The reliability measure index is immethodical and insufficiently integrative. By the induction analysis about the influencing factors, the study of the detail structure of RCN, and the perfection for the common methods of reliability measure index, a systematic and scientific system of reliability measure index is established.Based on the different level of each measure index study, an option and supplement about the measure index is given, and an emphasis induction analysis about the measure index is put forward. It is concluded that the invulnerability and survivability of topology layer is the most important influencing factors of RCN. So a specific study should be focused on it.By the study and inductive comparison, some invulnerability and survivability algorithms about the topology structure of RCN are summarized. Two contents are mainly studied. One is the reliability algorithm of jump surface and weighted graph in the invulnerability algorithm. Another is survivability algorithm of path enumeration and spanning tree in the survivability algorithm. By using the algorithms, some practical problems in the network design are solved. And the corresponding conclusions and own consideration about the improved method is presented. In the end, the future investigations are put forward.
