However, how to enrich and make perfect the codes and guidelines for the planning and construction of the projects for scenic area, and how to form a positive interact relation between the construction of the projects and the development and protection of scenic area is in the need for planners and government to face and deal with.The theory studied the development and application of environment impact assessment for scenic area and landscape impact assessment, analysed the necessity of landscape impact assessment for the projects of scenic area, and then do some foundation theory studies on the landscape impact assessment for the projects of the scenic area from the aspects of sustainable development, landscape ecology, environmental aesthetics, and environmental psychology. After that, the theory systematically investigate the character, assessment procedure, assessment content and methods of the landscape impact of the projects of scenic area; summarized a set of mode for the landscape impact assessment of the projects of scenic area. At the same time, since the iterative relation between the planning and construction of the project and the landscape impact assessment, the theory conclude that the landscape impact assessment of the project of scenic area is essential.On the base of the studies in the first two chapters, the theory investigates of the characters of the landscape impact assessment of the projects of scenic area; put forth the assessment procedure including assessment of baseline condition of scenic area, evaluation of projects, screening, scoping, the evaluation of the landscape impact assessment of the projects, the sensitivity of the landscape of the scenic are, the conclusion of the effects of the projects of scenic area, the formulation of mitigation measures, the preparation for the report of the assessment; at the same time, the theory studies the elements of the landscape impact of the projects of scenic area and the measures of the assessment in every level from the aspects of vision, ecology, and society and economy, as well as the comprehensive method of the overall assessment and the measures of mitigation; In addition, the theory does the case study of Yangxian Lake Reservoir in Yangxian Scenic Spot in Tai Lake Scenic Area; at last, it gave out the suggestions and outlooks of the development of landscape impact assessment of projects of scenic area in our country.
