Quality evaluation in construction is essentially a comprehensive evaluation problem with various factors. The common used method in China is following the current standards or guidelines to make scoring term by term and to calculate the final evaluation with fixed weights functions. As a result, the synthetical assessment makes all non-linear systems simply linearized. In the present paper, a method of multivariate function decomposition is introduced, by which non-linear relationships between factor evaluations and final evaluation can be simply described. Also, questionnaires for experts can be designed by uniform design method based on number theory, which will reduce the surveys farthest. Mathematical principles and algorithm of this method are also described in the paper. Finally an example is given to show advantages of the new method, which can also be extended to other different fields easily.
